"Gifts" to Brazil officials

In mid-September 2002 Brazilian Port Health Officials at Rio de Janeiro persuaded the Master of a tanker to give them USD 1,000.00 to avoid fines, fees for fumigation and related expenses that would result if they cited the ship for cockroaches which had been detected in the ship's store. The officials initially suggested a payment of USD 1,500.00, but the Master was able to negotiate a lower settlement.

The same vessel experienced similar problems at the beginning of September during a call at Vila do Conde where officials demanded cartons of cigarettes.

The payment was made to the officials in the presence of the ship's port agent. Not surprisingly, no receipt could be obtained.

Members experiencing similar incidents are encouraged to report such activity to the BIMCO Secretariat, so that appropriate measures can be taken in proportion to the frequency of such reports.
